1.1               INTRODUCTION

The very nature of a programs and projects make them complex. A project, especially large projects involve many facets and technologies and above all people that need to be understood, planned, integrated, managed and controlled to be successful.

Managing complexity is paramount to successfully manage projects. For this reason, a systematic and structured approach to project management is required.

The primary methodology applied to complexity is the structured decomposition of the problem into smaller, understandable chunks. Structuring of projects into its constituent parts is therefore vital to the planning and ultimately execution of the project.

A project is based on a Owner or User requirement which is normally in the form a a tender which dictates the scope, timescales and management requirements of a project. This is normally in the form of a tender if the project is going out on a competitive bid process.
